Profile
Carey is an experienced and respected planning professional in the Auckland Region, known for his facilitation skills and innovative approach to resource management. He joined the team at Boffa Miskell in 1998 following a number of years in senior planning and management roles with the Manukau City Council.
With the breadth of his planning and management experience Carey is comfortable in all settings and can operate as a project leader, manager, facilitator, individual consultant or as a team member. He favours an open and discursive approach to development and resource management issues and works well with consent authorities to achieve clients’ objectives and sustainable environmental outcomes.
Carey has worked with a variety of private and public sector clients in recent years utilising a broad network of contacts. In the corporate sector he has worked on several successful projects for Ryman Healthcare Ltd, including the Grace Joel, Edmund Hillary and Evelyn Page villages and has been retained as lead advisor by overseas clients in relation to the extensive Whitford Forest Joint Venture properties in Manukau City. He has something of a penchant for individual projects which are perceived as being ‘difficult’, given his strengths in community engagement and conflict resolution. Carey also has an interest in projects with a community / heritage / design focus and to that end also works with a number of trusts and church organisations. He is a very thorough planner, proven project manager and collaborative in his approach to assignments.

Co-ordinating the input of different technical disciplines and managing project development for complex design and planning projects, often involving extensive public consultation.
Assessment of effects on the environment
Evaluating the effects of projects, advising on mitigation and undertaking consultation under the provisions of the Resource Management Act 1991.
Resource consents
Preparing resource consent applications for projects including assessment of effects and advice on mitigation, analysis of Plan provisions, consultation with consent authorities and affected parties and presenting evidence to Council or Environment Court hearings.
Local authority management
Advising on the integration and effective management of local authority functions.
Mediation / facilitation
Assisting the resolution of complex environmental disputes; managing the interface with the community.
Urban planning
Researching urban development issues such as roading networks or social impacts. Preparing plans, strategies and policy for new towns, major urban expansion, housing, urban renewal and urban design projects. Implementing business relocation strategies, commercial and industrial.
Statutory planning and policy preparation
Analysing issues and developing objectives and policies for Plan Changes, review and formulation of District Plans. Co-ordinating public information, community consultation and assisting with public hearings. Advising local authorities on the implementation of District Plans and the Resource Management Act.
