Profile

Catherine joined Boffa Miskell from the Auckland Regional Council (ARC) and has over 17 years' experience in planning and resource management gained from senior positions held in both local government and consultancy.

Her considerable experience in policy and plan formulation and assessment includes managing the development of regional plans and strategic planning documents and developing national environmental guidelines for policy analysis relating to regional water and land resource management issues. She has acted for regulatory agencies, including the ARC and Manukau City Council, as well as industry groups in such sectors as quarrying, water supply and transport, providing policy development and analysis in relation to regional and district plans.

Catherine also has a keen knowledge of the statutory planning and the resource consent process. She has extensive involvement and project management experience in the preparation and assessment of numerous resource consent applications and assessments of environmental effects.

Catherine also maintains an active role in professional bodies. She was previously Chair of the Auckland Branch of the New Zealand Planning Institute, and remains active in the institute.

Expertise

Resource consents

Preparing resource consent applications for projects including assessment of effects and advice on mitigation, analysis of plan provisions, consultation with consent authorities and affected parties and presenting evidence to council or Environment Court hearings.

Assessment of effects on the environment

Evaluating effects of projects, advising on mitigation and undertaking consultation with consent authorities and affected parties under the provisions of the Resource Management Act 1991.

Project management

Co-ordinating the input of different technical disciplines and managing project development, often involving extensive consultation and environmental issues.

Expert evidence

Providing expert evidence before council hearings and the Environment Court.

Water and soil resource management

Analysing issues, and preparing objectives and policies relating to regional water and land resource management issues.

Statutory planning and policy preparation

Analysing issues and developing objectives and policies for Plan changes, review and formulation of district plans. Co-ordinating public information, community consultation and assisting with public hearings.

Local authority management

Advising on the integration and effective management of local authority functions.
