Profile
A founding principal of the company, Frank has practised as a landscape architect/landscape planner for 35 years and has worked on a wide range of landscape planning, design and development projects throughout New Zealand, South East Asia, and the Pacific.
As a landscape planner, Frank is often involved in the assessment of environmental effects, advising on site selection, site planning and the development of large-scale projects. His work also involves the assessment of landscapes and the formulation of landscape strategies and policies for the protection, management and development of a range of landscapes and developments in sensitive environments. Frank has a particular interest in rural and coastal landscapes and also the factors that influence landscape character and change in these environments.
Frank's landscape design work includes numerous commercial, industrial, tourism and public open space projects in urban, rural and coastal environments. He is also engaged to peer review projects and to advise on strategic and process issues relative to design development and the implementation of projects.
Frank is often engaged as an expert witness on a range of environmental planning and development projects. He has also acted as a Commissioner for territorial local authorities on applications where landscape and/or visual issues have been important considerations.
Frank was a founding member of the New Zealand Institute of Landscape Architects and currently chairs the Institute's Education Foundation and the Accreditation Review Panel.
Expertise
Landscape planning
Prescribing long term management strategies, policies and programmes for regional and district plans, parks, reserves, river catchments and special resource areas such as sensitive and protected landscapes, heritage sites and conservation areas.
Visual assessment
Assessing the existing character and visual effects of proposed changes to specific landscapes. Advising on mitigation of effects, land development and land management practices and policies.
Assessment of effects on the environment
Evaluating landscape and visual effects of projects and advising on mitigation as the basis for site/route selection, development planning and obtaining resource consents.
Land rehabilitation
Developing restoration programmes for land disturbed by activities such as major developments, landfills, mineral extraction, utilities and infrastructure developments.
Open space and recreation planning
Concept planning and design of parks and open spaces in both rural and urban areas for recreational and other uses.
Urban design
Designing public space in urban environments to provide vital, attractive and functional places for people – city centres, streets and plazas, waterfronts, shopping centres, community housing. Evaluating community views, pedestrian movement, built form, traffic and parking.
