Profile
Jane has been with Boffa Miskell since 2004 and has practised for over 14 years as a Planner, predominantly working in the private sector in New Zealand and the United Kingdom, managing resource management projects and obtaining resource consents for a wide variety of clients.
Jane draws upon considerable experience in project management, the preparation of Assessments of Environmental Effects and managing resource consent applications through the Resource Management Act process. She has worked on projects covering a range of environmental issues in the retail, commercial, industrial, residential, recreation, tourism, and energy and infrastructure sectors. In particular she has been specialising in managing large scale consultation projects such as the Western Ring Route and Alpurt B2, under the Land Transport Management Act (LTMA).
She also has extensive experience in processing of resource consent applications on behalf of local authorities and is therefore very familiar with local authority requirements and procedures. Jane has a pragmatic and logical approach to achieving efficient and effective resource management solutions.

Co-ordinating the input of multi-discipline teams and managing project development with an emphasis on environmental issues.
Resource consents
Preparing resource consent application documentation for projects, including Assessments of Environmental Effects, providing advice on mitigation, analysis of district plan provisions, consultation with consent authorities and affected parties, presenting evidence at hearings, and providing advice regarding appeals.
Assessment of effects on the environment
Evaluating the environmental effects of projects, and preparing comprehensive Assessments of Environmental Effects to accompany resource consent applications.
Consultation
Designing and implementing effective consultation programmes / strategies with key stakeholders including consent authorities, community groups, interest groups, iwi, and landowners under the RMA and LTMA.
Expert evidence
Providing expert evidence at Council hearings.
Statutory planning and policy preparation
Reviewing plan changes, and other statutory and non-statutory documents on behalf of clients, providing advice on submissions, making submissions, and preparing expert evidence at Council hearings. Providing advice on policy and plan formulation.
Research and planning studies
Undertaking research and planning studies for clients on matters related to statutory planning and resource management. Preparation of land use studies and strategies. Preparation of systems and processes to drive improved environmental outcomes through behavioural changes.
