Profile
Ken has practised as a planner since 1987 as both a senior local authority planner and a consultant. He has gained experience in New Zealand and England in statutory and environmental planning, effects assessment, policy analysis, district plan preparation and administration, and public consultation. Ken became a principal of Boffa Miskell in 2000 and is now a senior principal with the company.
Ken is experienced in preparing and administering district plans, and advising councils on policy development, particularly in relation to housing and residential development. He has also had significant involvement in preparing resource consent applications and associated assessments of environmental effects in relation to a wide range of planning and resource management projects, including large scale, complex energy and utility proposals.
He has demonstrated his ability to work as a member of a team, is an excellent communicator and has a sound understanding of the implications and procedures of the Resource Management Act.
Expertise
Statutory planning and policy preparation
Analysing issues and developing objectives and policies for Plan changes, review and formulation of district plans. Coordinating public information, community consultation and assisting with public hearings.
Plan administration
Providing advice to local and regional authorities on the implementation of policy documents, plans and the Resource Management Act.
Project evaluation and assessment of effects on the environment
Evaluating project feasibility in relation to the environmental implications of projects; advising on mitigation; undertaking consultation for all types of consent applications under the Resource Management Act, and for special projects.
Resource consents
Preparing applications for projects, including determining consent requirements, assessment of effects and advice on mitigation, analysis of Plan provisions, consultation with consent authorities, statutory agencies and affected parties, presenting expert evidence to council or Environment Court hearings.
Consultation
Undertaking and leading consultation with a range of statutory and other organisations, as well as the public.
