Profile
Peter is a planner with over 12 years' experience in both private sector and local authority roles. Immediately prior to joining Boffa Miskell in 2004, Peter was employed in an Auckland-based planning consultancy and before that, was with the Auckland City Council for eight years.
Peter has specialised in central city and urban planning and is recognised as an expert in this area, having been involved in many large-scale development inner city projects in both his capacity of consultant and council planner. In these roles, Peter has developed considerable specialised skills working with complex planning controls and identifying strategies to achieve optimum development outcomes. More recently, Peter has successfully obtained consents and provided planning advice to clients on a number of coastal subdivision and development proposals.
Peter also has other wide-ranging planning experience in areas of policy analysis and district plan preparation and review. He has obtained resource consents for projects in the commercial, residential, education and entertainment sectors throughout New Zealand.
Peter enjoys working with clients to develop creative planning solutions that achieve their goals, while providing for environmental outcomes that are acceptable to the community and local authorities.

Resource consents
Preparing resource consent applications for projects of all types and scales, including assessment of effects, advice on mitigation, analysis of projects against planning and statutory provisions, consultation and presentation of evidence to council hearings.
Assessment of effects on the environment
Identifying environmental effects of proposals and advising on appropriate mitigation, where necessary, in terms of the requirements of the Resource Management Act 1991.
District plan preparation and policy analysis
Preparation of district plan policy and rules, including Plan changes. Analysing proposed plans and Plan changes and preparing and presenting submissions on behalf of clients.
Project management
Co-ordinating varied inputs from different technical disciplines in the preparation of assessment of effects on the environment, and planning policy.
Expert evidence
Providing expert evidence to council hearings, and preparing expert evidence for the Environment Court and affidavits on planning matters.
Central city planning
Obtaining resource consents for complex large-scale inner city projects. Advising on the best strategies for obtaining resource consent for development projects that minimise the risk of notification, while identifying ways to maximise the development potential of a site.
Plan administration
Providing advice to local authorities on the implementation and administration of district plans, including reporting on resource consent applications.
Consultation
Identifying and consulting with groups or persons affected by or with an interest in a project. Formulating consultation strategies with affected parties. Working with clients, councils and affected parties to develop mutually acceptable solutions.
Site selection and project formulation
Advising on planning provisions and strategic directions relevant to sites and projects, including the preparation of planning 'due diligence' reports.
