Profile
With training in both landscape architecture and regional planning, Peter has a range of complementary design and resource management skills. Peter gained a good grounding in the planning policy realm working as a graduate landscape architect and planner with the Christchurch City Council followed by a short period with the Wellington City Council’s regulatory planning team prior to joining the Auckland office of Boffa Miskell in 1999.
Peter is a Boffa Miskell Principal and has been involved with many landscape and planning related projects for a variety of clients including territorial authorities (regional, district and city councils), network utility operators and private developers. His strength is in the landscape planning field where he is proficient in undertaking or peer reviewing (auditing) assessments of landscape and visual effects. He is also experienced with community consultation, lodgement and assessment of applications for resource consent and conceptual landscape design. He is particularly interested in the big picture landscape and is keen to promote and achieve sustainable management of the environment through innovative landscape planning, design and resource management.
Expertise
Assessment of effects on the environment
Evaluating landscape and visual effects of projects and advising on mitigation as the basis for site/route selections, development planning, obtaining resource consents and undertaking consultation under the provisions of the Resource Management Act 1991.
Landscape assessment and planning
Evaluating landscape character and quality for regions, districts or developments. Advising on objectives and policies for the ongoing management of the landscape.
Landscape design
Conceptual landscape design, master planning, detailed construction and planting design, schedules of quantity, specifications, contract documentation and costings.
Master planning
Integrated planning and design of major projects from initial briefing and project definition, feasibility and site studies, through to concept development and cost planning.
Public consultation
Identifying groups or persons affected by or with an interest in a particular project. Working with communities, interest groups and stakeholders to facilitate discussion and positive outcomes through design and conflict resolution.
Resource consents
Preparing applications for resource consent for projects including assessment of effects and advice on mitigation, analysis of Plan provisions, consultation with consent authorities and affected parties and presenting evidence to Council or Environment Court hearings.
Statutory planning and policy preparation
Analysing issues and developing objectives and policies for Plan changes, review and formulation of District Plans. Co-ordinating public information, community consultation and assisting with public hearings.
Visual assessment
Assessing the existing character and visual effects of proposed changes to specific landscapes. Advising on mitigation of effects, land development and land management policies.
