Profile

Phil joined Boffa Miskell in 2001. He graduated from Massey University in 1993 and worked as a statutory planner at Gisborne District Council for 2½ years before becoming a self-employed planning consultant, based in Gisborne, for another 2½ years. He then worked for a Wellington-based land development company, Truebridge Callender Beach Ltd, as their Resource Management Planner and was made an Associate of that firm in 1998.

Phil has a strong interest in urban design and is particularly interested in furthering this area of interest through his thorough knowledge of land development within the statutory framework of the Resource Management Act.

Expertise

Assessment of effects on the environment

Evaluating effects of projects, advising on mitigation and undertaking consultation under the provisions of the Resource Management Act, 1991.

Expert evidence

Providing expert evidence before council hearings and the Environment Court.

Implementation strategies

Producing design guidelines, site-specific development briefs, detailed development plans, and other techniques for the implementation of urban design proposals.

Management plans

Prescribing long-term management policies and programmes for parks, reserves, river catchments and special resource areas such as sensitive and protected landscapes, heritage sites and conservation areas.

Master planning

Integrating the planning and design of major projects from initial briefing and project definition, feasibility and site studies, through to concept development and cost planning.

Project management

Co-ordinating the input of different technical disciplines and managing project development for complex design and planning projects. Extensive public consultation is often involved.

Public consultation

Identifying groups or persons affected by or with an interest in a particular project. Facilitating consultation by effectively informing interested parties and co-ordinating appropriate means of discussion.

Resource consents

Preparing resource consent applications for projects including assessment of effects and advice on mitigation, analysis of Plan provisions, consultation with consent authorities and affected parties, and presenting evidence to council or Environment Court hearings. Advising on strategies to secure planning consents that minimise risk and are cost effective.
