Profile
Rachel has a wide range of project experience including landscape design projects, urban design, environmental planning and landscape assessment. Since the advent of the Resource Management Act in 1991, much of her experience has been in the area of visual assessment and landscape resource evaluation. She is an experienced expert witness, presenting evidence at council and Environment Court hearings.
Rachel has co-ordinated a number of urban revitalisation and design projects through to implementation and has been involved with open space structure and allocation planning. She is skilled in community facilitation and public design:- working with the community to find design solutions that provide for local needs and reinforce the community's sense of identity.
She has a special interest in cultural and historic landscapes. She is a member of ICOMOS New Zealand and has contributed to and prepared conservation plans for a number of important heritage sites and landscapes.
Expertise
Assessment of effects on the environment
Evaluating effects of projects and advising on mitigation under the provisions of the Resource Management Act, 1991.
Landscape assessment and planning
Evaluating landscape character and quality for regions, districts or developments. Advising on objectives and policies for the ongoing management of the landscape.
Heritage planning
Preparing conservation plans and guidelines to ensure that the cultural and historic values of landscapes and sites are recognised and protected.
Urban design
Designing urban environments to provide stimulating, attractive and functional places for people - city centres, streets and plazas, waterfronts, shopping centres, community housing.
Landscape design
Conceptual design, master planning, developed design and planting design, schedules of quantity, specifications, contract documentation and costings.
Management plans
Prescribing long-term management policies and programmes for parks, reserves, river catchments and special resource areas such as sensitive and protected landscapes, heritage sites and conservation areas.
Public consultation
Working with communities, interest groups and stakeholders to facilitate discussion and positive outcomes through design and conflict resolution.
Open space planning
Developing strategies for the creation, recognition and enhancement of open space.
