Profile

Richard has worked for consent authorities, corporate entities and developers since completing his degree in 1992. He has a sound understanding of environmental legislation and political processes, the functioning of councils and the legislation they are required to operate under. One of Richard's strengths is his ability to 'see the big picture', especially on strategic issues. His knowledge of the Resource Management Act, other legislation and case law places him in a strong position when assessing proposals, undertaking policy development and mediating/negotiating environmental disputes.

Richard has lead several large projects to successful conclusion. These projects have varied from significant resource consent applications to 10-year community development plans (roading) and the project management of urban growth studies. In leading these projects he has managed project teams, liaised with external consultants and stakeholders, and been the principal contact person and presenter at public meetings.

Project management

Co-ordinating the input of different technical disciplines, cost control, risk identification and quantification, and managing project development for complex design and planning projects - often involving extensive public consultation.

Policy analysis and development

Researching and developing policy for local authorities, evaluating options, undertaking benefit/cost assessments in terms of Section 32 of the Resource Management Act, and undertaking strategic and long term planning.

Assessment of effects on the environment and resource consent applications

Evaluating the environmental effects of projects, advising on and implementing consultation processes, developing effective mitigation packages that are cognisant with both environmental and economic 'bottom lines', and identifying and preparing resource consent applications, presenting evidence to council and Environment Court hearings.

Project feasibility assessments

Research for clients on matters related to statutory planning, resource management, natural values, environmental risk and strategic environmental management strategies.

Environmental risk management

Tailoring environmental management systems to enhance environmental performance and manage environmental risks based on understanding the operational and legislative requirements.

Public consultation

Designing and implementing effective consultation programmes and strategies, and reporting on the outcomes.

Plan administration

Providing advice to local authorities on the implementation of district plans and the Resource Management Act 1991.
