Profile
Stephen has worked in various aspects of ecological management since 1983. He has extensive experience in biological survey and inventory, significance assessments and assessment of effects, applied ecology, and project management. Stephen has prepared and implemented a wide range of management plans and restoration plans, has designed multi-year research projects, and conducted biological monitoring of completed projects.
Stephen has a working knowledge of conservation and resource management legislation, and has conducted environmental impact assessments for a wide range of projects from small subdivisions to major infrastructure schemes. He appears regularly as an expert witness for consent hearings and at the environment court.
Stephen has also worked closely with many conservation and recreation NGOs and local community groups, providing advice in support of specific conservation initiatives, including feasibility assessments and advice on governance, fundraising and project planning.
Stephen joined Boffa Miskell in 2002 after nine years as General Manager of the Karori Wildlife Sanctuary where he was responsible for preparing and implementing the development and restoration plans.
Expertise
Physical and biological resource inventory
Conducting biological and ecological surveys for mapping and inventory purposes; preparing descriptions of natural values and threats to those values; assessment of significance; development of practical management strategies.
Environmental impact assessment
Evaluating environmental effects of development activities on terrestrial and freshwater biological systems. Experience in consent applications, consultation, and negotiation; mitigation advice; and expert evidence.
Reserve design, feasibility assessments & site rehabilitation
Reviewing and auditing reserve proposals; assessing biological, financial and operational feasibility; preparing management and business plans; providing specialist advice to community groups and NGO’s on governance and tenure issues, public consultation, statutory requirements, pest management, ecosystem restoration.
Ecosystem research and monitoring
Designing and implementing scientifically based monitoring programmes for: assessment of land use (pre and post consent) and land management (state of the environment); pest impacts & control; animal trialing; and forest succession research.
Sustainable urban design (SUDs)
Working collaboratively with urban planners, engineers, and landscape designers to integrate community services and public open space with conservation corridors, stormwater management and treatment systems, and recreation facilities.
