Peacocke Structure Plan

The 720-hectare Peacocke growth area of Hamilton City has been earmarked to absorb the next 25 years' predicted city expansion.
Boffa Miskell was asked to review and constructively critique the landscape and urban design components of the Hamilton City Council's draft structure plan for the area. Our team of landscape architects and urban designers from several Boffa Miskell offices worked collaboratively, bringing a range of skills and perspectives to the project.
Analysis of the site's existing landscape character, its relationship to Hamilton city and site suitability factors such as slope, vegetation, accessibility and visibility, gave cues to both development constraints and opportunities. The team recognised that the existing gully and terrace landscape, and its links to the Waikato River, held a strong foundation for a future urban form with potentially high residential and recreational amenity.
A series of landscape and urban design principles were defined to guide the structure plan in such a way that the underlying landscape character would be retained while also providing for new land uses, transport routes and commercial centres. The principles will also be used for more detailed master planning in the future and will assist Hamilton City - a signatory to the Urban Design Protocol - to meet its own high urban design standards.
A number of refinements to the council's structure plan were recommended and a preferred alternative option has been adopted.
