A nationally significant development for Hamilton

Ruakura, on the eastern edge of Hamilton, is a major new growth area of a nationally and regionally significant scale. The development will see the city expand by 8% in coming decades. In September 2014, a Board of Inquiry approved a Private Plan Change that set up a tailored set of planning rules that enables Tainui Group Holdings Limited and Chedworth Properties Limited to develop the land.

The overall proposal is to ultimately develop 600 of the 800 hectares into an inland freight and logistics hub, light industrial, knowledge and commercial precincts, residential neighbourhoods and an extensive open space network. The site has interfaces with established residential areas in the east of Hamilton, the future Expressway and is traversed by a transmission line corridor.

Boffa Miskell, as lead consultant on behalf of Tainui Group Holdings Limited and Chedworth Properties Limited, assisted with the initial scoping and feasibility assessments, undertook the conceptual master and structure planning, and provided strategic advice. The plan change masterplan included a proposed local / neighbourhood commercial centre with mixed-use retail and commercial development integrated with proposed and future public transport (bus and future rail), industrial / logistics and inland port, medium-density residential, open space and low impact (swale based) stormwater management, ecological enhancement and freshwater ecology.  The Private Plan Change, to enable the development, was processed through the streamlined Environmental Protection Authority (EPA) process and the approved Private Plan Change sets out a clear planning framework for the first 390 hectares of development.

Boffa Miskell has since been working on the subsequent Public Plan Change, resource consenting, and developed and detailed landscape design for this large scale industrial, residential and local / neighbourhood centre urban development which will establish a new growth area to complement the northern (Rototuna and Rotokauri) and southern (Peacocke) areas previously identified by Council.

The Tainui Group Holdings inland port / industrial development and Chedworth Properties ‘Greenhill Park’ residential area are progressing into delivery with our continued design, planning, cultural and ecological services input.
