Character areas as a qualifying matter.

Christchurch City Council has sought to consider Character Areas as a Qualifying Matter in relation to the Medium-density Residential Standards and Policy 3 of the National Policy Statement on Urban Development.

Boffa Miskell investigated if the existing Character Areas in the District Plan have maintained a level of integrity against a range of criteria. A number of likely development scenarios were then identified, and the impacts of intensification assessed. A set of ‘design parameters’ that would provide for increased development whilst minimising impacts and retaining Character Area values within the existing development framework were identified.

GIS was used to store and collate the individual characteristics of a site and also to visualise the neighbourhood and broader patterns spatially. This enabled us to use District Plan data and assessment attributes to represent the previous and current analysis. Additional photography was collected and associated to parcels or streets to provide a visual reference of the key character attributes.
