New Zealand Defence Force manages nine Camps and Bases; and two Training Areas. A clear vision for the Defence Estate is essential to meet current and future military needs.

The Defence Estate and Infrastructure team commissioned Boffa Miskell, Warren + Mahoney and Aurecon to develop Infrastructure Master Plans.

The purpose was to create a framework that supports efficient operation and cost-effective use of space and maintains each Camp or Base as a great place to live and work. The final documents had to be accessible to everyone in the organisation; and the process and results easily understood.

The team developed a method of extensive stakeholder engagement which ensured effective consultation and included input from both strategic and tactical leads.

Seeing opportunities to efficiently capture the rich data that existed within the security confines of each location to inform planning, Boffa Miskell furthered the implementation of GPS data loggers to track movement trends across NZDF camps and bases. This offered previously unavailable insight, showing linkages between buildings, functions and desire lines. It also had the benefit of involving a wide population of Defence personnel.

Key planning principles set the foundation for Infrastructure Master Plans that support existing policy documents, and decisions on investment.

NZDF now has a substantial dataset that will provide input into other activities, and help guide future investment and Asset and Maintenance plans. Additionally, this data supports the adoption of an online portal to streamline internal processes and facilitate better Estate planning and delivery.
